Mayor Anita Werling announced the appointment of Louis Hayden to the Carroll County Board of Zoning Appeals for the remainder of 2020 and 2021. A longtime Delphi resident, Hayden retired in 2014 after 31 years at Tate & Lyle. He is active in the Carroll County V.F.W. Hayden ran for the office of Mayor of the City of Delphi in 2015 and in the primary race for City Council in 2019.

DR. GREGORY NORMAN APPOINTED TO CARROLL COUNTY ECONOMIC DEVELOPMENT CORPORATION
Mayor Anita Werling today announced the appointment of Dr. Gregory Norman to the Carroll County Economic Development Corporationboard as one of the City of Delphi’s three representatives. Norman and Miller Eye Care is a mainstay business in Delphi since 1982, now with branches in Lafayette,Frankfort, Crawfordsville, and five other locations. Norman has served on the boards of the Carroll County Community Foundation, Delphi Rotary, Delphi Preservation Society, Oracle Club, and other not-for-profit organizations. Dr. Norman is immediate Past-President of the Indiana Optometric Association and an officer in the Indiana University School of Optometry Alumni Association. In 2015, Dr. Norman received the Samuel Milroy Award for service to the community from the Greater Delphi Chamber of Commerce.
“Greg Norman has the business acumen, community involvement, and leadership experience that I was seeking for this appointment,” Werling stated. “He will join Delphi’s other representatives—Joe Mayfield and Ken Walton—at this critical juncture for the Carroll County Economic Development Corporation as it seeks a new executive director and with several exciting prospects on the horizon.”

An order of demolition of the unsafe building at 106 E. Main Street was sent August 14, 2020 to the building’s owner Hageman Property Investments, LLC.
The owner was granted an extension at the September 8th meeting of the City of Delphi Board of Public Works and Safety. Pursuant to Indiana Code Chapter 36-7-9, the City of Delphi Board of Public Works and Safety will hold a public hearing on the demolition order on Monday, September 21, 2020 at 5:30 p.m. at the Delphi Community Center, 311 N. Washington Street, Delphi, Indiana 46923 to determine what remedies may be taken.

The Delphi Water Works is developing a Wellhead Protection Plan for their new municipal water supply well (Well 6) located behind the Save A Lot and near the canal. As a first step in developing the plan, a local planning committee is being established. The committee will be comprised of area citizens who in partnership with the Water Works and City will make decisions on how best to protect the community’s drinking water supply from potential sources of contamination.
Interested parties are invited to attend and learn more about the process and/or volunteer to serve on the local planning team. The meeting will be held at the Board of Public Works and Safety Meeting at the Community Center, 311 N. Washington Street in Delphi on September 21, 2020 at 5:30 PM.

September 4, 2020 – Two parking ordinances and an amendment to the Weeds ordinance were passed by the Common Council at their August 3rd meeting and are now set to go into effect.
WEEDS OVER 10 INCHES IN HEIGHT
“Overgrown yards are among the most frequent complaints that we get at the City,” stated Mayor Anita Werling. “This amendment to the Weed Ordinance removes some ambiguities and makes owners or residents at an address responsible for maintaining their property free of weeds or rank vegetation over 10 inches in height.”
PARKING VEHICLES FACING ONCOMING TRAFFIC
Motor vehicles or other vehicles must be parked along the side of the street with the direction of traffic. Vehicles parked facing oncoming traffic from the nearest lane of travel will be cited with infractions subject to a $15 fine.
TRUCK AND BUS PARKING RESTRICTED
With some exceptions, oversize vehicles not be allowed to park on any city street, in any alley, or in a city park, or other city owned property. except for the purpose of making deliveries or picking up goods or persons, or construction jobs requiring special trailers. Oversize vehicles include, but are not limited to, the following: (1) Camper/Trailer, (2) Motor Home; (3) Dump Truck; (4) Car Carrier; (5) Semi-Tractor, with or without trailer, box, and tanker; (6) Semi-Trailer, including box, tanker, and flat-bed trailers; (7) Construction Equipment; (8) Garbage Truck; (9) Dumpster truck; (10) Ready-mix truck; (11) Snowmobile Trailer; (12) Boat on trailer; (13) Utility trailer; (14) Agricultural Equipment; (15) Bus; and (16) Livestock Trailer. Exceptions may apply for construction vehicles during periods when construction is being done, in emergency situations, and certain other conditions.
Delphi Police Chief Brook McCain has indicated that the department will issue warning-only citations during the month of September. “We want to give our citizens a chance to modify their habits and come into compliance with these new ordinances,” said Chief McCain. “The purpose of these ordinances is to make our neighborhoods and streets safer places to live, work, and play.”

August 24, 2020 – Mayor Anita Werling announced the appointment of Mary Ann Burton to the Carroll County Area Plan Commission replacing Werling for the remainder of 2020. Before being selected as Mayor by the Common Council, Werling also served on the Delphi Redevelopment Commission and the Board of Public Works and Safety. Werling seeks qualified candidates to serve in those positions as well as on the Carroll County Board of Zoning Appeals, the Carroll County Economic Development Corporation, and the Delphi Parks Advisory Board.

August 4, 2020 – The Delphi Common Council passed rules of procedure at its August 3 meeting specifying the process by which interested Delphi citizens can declare candidacy to fill the vacancy of the office of the Mayor.
An interested Delphi citizen desiring to fill the vacancy of the Mayor must file a declaration of candidacy with Clerk-Treasurer Leanne Aldrich by 12:00 p.m. on Thursday, August 13, 2020. Filing should be conducted in-person. Declaration of Candidacy Forms can be found at City Hall, 201 S. Union Street, will be posted on social media, will be made available on the City of Delphi website , and can be requested from Mayor Evans, Clerk-Treasurer Aldrich, and members of the Common Council.
The Common Council will meet on August 15, 2020 at 7 p.m. at the Delphi Community Center, 311 N. Washington Street, Delphi, Indiana 46923 for the purpose of electing an individual to fill the vacancy. At that meeting, individuals who filed the Declaration of Candidacy will be allotted five minutes to introduce themselves. Introductions will be followed by questions from the Council, followed by Council discussion, nominations, and the election. The successor to the Office of the Mayor will be announced following the meeting.

DELPHI MAYOR ACCEPTS POSITION AS CHIEF DEPUTY PROSECUTOR:

DELPHI, INDIANA – August 3, 2020 – Delphi Mayor Shane Evans delivered his letter of resignation to the Carroll County Circuit Clerk today, effective August 16, 2020 at 11:59 p.m. He included the following letter to the community with his resignation.

Delphi,
The last four and a half years have been incredibly special to me. In that time, we have been able to accomplish more than I had imagined: completing the Stellar projects; significant improvements in roadways; expansion of the airport; construction of a new fire station and community center; and modernizing our water system to better serve customers and attract future industry. These are great accomplishments and they will be built upon to keep Delphi moving forward, but they are not why I have felt blessed to be in this position.
I have been blessed because I have had the opportunity to serve the people of this city who are strong in the face of tragedy. People whose care and commitment to one another can be evidenced everywhere you look. People who volunteer before you can ask and give as much of themselves as possible. I am blessed because good people and great role models live in Delphi and Delphi will always be my home.
While I had intended to complete this term as Mayor, life is ever changing and has presented an opportunity to further myself, my family, and my career while continuing to serve the citizens of this great county. After an incredibly challenging decision-making process, I will be resigning from the Office of the Mayor effective August 16, 2020 at 11:59 p.m. At that time, I will hand over the important responsibility of leading this city to my successor, who, by then, should have been selected by the Delphi City Council.
On August 17 I will begin serving as Chief Deputy Prosecutor under Carroll County Prosecutor Nicholas McLeland. I will be working in an office where I had the opportunity to intern while at Delphi schools. I look forward to working under the tutelage of Prosecutor McLeland who has made great strides since being appointed to the position.
It has been an incredible honor to serve as your Mayor since 2016. A very dedicated and talented city staff has been engaged in every step of the projects underway and planned in Delphi. While I have played a role in what is happening in the city, the department heads, Clerk-Treasurer, employees, and volunteers deserves the credit for improvements we have been able to achieve. Our future is in good hands.

Following guidance from the State of Indiana Back on Track program, the City of Delphi will begin opening public parks on May 22.
Executive Order 20-28, issued by Governor Holcomb today alters the City’s plans for reopening some amenities in the parks.
All park amenities will be open Friday, May 22 with the exception of the basketball courts at City and Riley Parks and the playgrounds at City and Riley Parks. Playgrounds are tentatively scheduled to open June 14 – subject to future Executive Orders of Governor Holcomb. Basketball courts should reopen when contact sports are once again permitted under the Governor’s Executive Orders.
It is recommended park patrons wear face coverings in public settings, continue to practice social distancing and good hygiene. Beginning May 22 social gatherings of up to 100 people may take place following the CDC social distancing guidelines.
The Riley Park Cabin, Shelter, and Gazebo, the City Park Shelter, the Trailhead Park Shelter, and the Community Center can be rented beginning May 23 by contacted Marilyn McKnight at 765-564-2097.
