CODE ENFORCEMENT OFFICER CONTRACT POSITION

The Code Enforcement Officer is responsible for investigating complaints and potential violations of the City of Delphi's municipal code, ordinances, and regulations. The officer prepares notifications of violations and noncompliance if required; maintains records related to citations and violations and prepares written reports and correspondence.

This is a contract position with an expected 15-20 hours per week on a schedule subject to modification as needed. The contract for 2021 is for 8 months beginning April 1 at $1,500 per month.

CITY BUILDING TO REOPEN TO THE PUBLIC MARCH 15, 2021

As the coronavirus case numbers continue to decline in our community, the City of Delphi will reopen the City Building to the public beginning Monday, March 15, 2021. Masks will still be required to enter the building and must be worn while in the building. Social distancing guidelines will also be in effect. Floor markers and posters will help maintain proper distances and hand sanitizers will be available in the lobby.
For your safety and that of our employees, only one person at a time will be allowed at the counter in the Clerk's office. Of course, water bills may still be paid online or by using the drop box in the lobby.

CITY TO RESUME IN-PERSON BOW AND COUNCIL MEETINGS ON MARCH 1, 2021

From the Office of the Mayor 

Due to the reduction in number of new cases in Carroll County in recent weeks, the City of Delphi will resume in-person meetings at the Community Center, 311 N. Washington Street, beginning with the March 1st meetings of the Board of Public Works and Safety and the Common Council. Masks will be required and social distancing rules in effect. A virtual option to attend by Zoom will also be offered. The BOW meeting will begin at 5:15 p.m. The Common Council meeting is scheduled to begin at 6:00 p.m.

CITY OF DELPHI ANNOUNCES ROUND TWO FOR SMALL BUSINESS RESILIENCE GRANTS

The City of Delphi Common Council passed Resolution 2020-20 at its December 7th meeting authorizing a second round for the Delphi Small Business Resilience Grant (SBRG) program. Earlier this year, the City made 36 SBRG awards totaling more than $161,000 to area businesses that have been hurt by the impact of COVID-19. Those awards were funded in part through a CARES Act grant received by the City of Delphi from the Office of Community and Rural Affairs that provided up to $198,600 to create and retain jobs meeting low to moderate income eligibility guidelines. With more than $110,000 remaining from the OCRA grant, the City is hoping to provide additional relief as the number of COVID cases grows and as necessary restrictions further impact the business community.

The Small Business Resilience Grant is available to most businesses which have been located within the corporate limits of the City of Delphi since July 1, 2020 and which have fewer than 25 full-time-equivalent employees. The maximum possible award is $5,000 per business. 

Applications are due by 4:30 p.m. on Friday, January 8, 2021. Further eligibility guidelines and information on how the funds may be used are available within the grant application. NEW COVID-19 MANDATES FOR ALL HOOSIERS

Governor Holcomb has issued Executive Order 20-48 establishing new guidelines based on a color-coded county assessment. Carroll County is code orange which limits social gatherings to a maximum of 50; larger events require approval of a safety plan by the County Health Department. Social distancing guidelines of 6' still apply.
FACE COVERINGS REQUIRED
• All businesses are required to place clearly visible signage at their public and employee entrances notifying that face coverings are required for all individuals entering the business.
• Businesses shall require employees to wear face coverings.
• Businesses should only admit those customers, clients, vendors and other visitors who wear face coverings

TRICK OR TREAT IS STILL ON IN DELPHI FOR FRIDAY OCTOBER 30TH 6:00 PM - 8:00 PM

We've had a number of questions as to whether the Trick or Treat hours will continue with recent upticks and school closings in our community. While the City of Delphi will have Trick or Treat as planned, we urge all to use an abundance of caution and to exercise good judgment.

If you want Trick or Treaters to visit your home, turn on your porch light.

Here are some guidelines from ISDH and CDC recommendations as distributed by the Carroll County Health Department.
TIPS TO REMEMBER:
1. Do not allow children in your home;
2. All treats must be individually wrapped;
3. When passing out treats, please DO NOT let children reach into the bowl. You should deliver the treats into their bags, this avoids hand to hand contact;
4. Should hand to hand contact happen, have hand sanitizer available for use and good hand washing technique is always recommended;
5. Remember to social distance; and
6. Masks should be worn by all for the protection of everyone.

LOU HAYDEN APPOINTED TO BOARD OF ZONING APPEALS

Mayor Anita Werling announced the appointment of Louis Hayden to the Carroll County Board of Zoning Appeals for the remainder of 2020 and 2021. A longtime Delphi resident, Hayden retired in 2014 after 31 years at Tate & Lyle. He is active in the Carroll County V.F.W.  Hayden ran for the office of Mayor of the City of Delphi in 2015 and in the primary race for City Council in 2019.

GREGORY NORMAN APPOINTED TO CARROLL COUNTY ECONOMIC DEVELOPMENT CORPORATION

Mayor Anita Werling today announced the appointment of Dr. Gregory Norman to the Carroll County Economic Development Corporationboard as one of the City of Delphi’s three representativesNorman and Miller Eye Care is a mainstay business in Delphi since 1982, now with branches in Lafayette,Frankfort, Crawfordsville, and five other locations. Norman has served on the boards of the Carroll County Community Foundation, Delphi Rotary, Delphi Preservation Society, Oracle Club, and other not-for-profit organizations. Dr. Norman is immediate Past-President of the Indiana Optometric Association and an officer in the Indiana University School of Optometry Alumni Association. In 2015, Dr. Norman received the Samuel Milroy Award for service to the community from the Greater Delphi Chamber of Commerce.

“Greg Norman has the business acumen, community involvement, and leadership experience that I was seeking for this appointment,” Werling stated. “He will join Delphi’s other representativesJoe Mayfield and Ken Waltonat this critical juncture for the Carroll County Economic Development Corporation as it seeks a new executive director and with several exciting prospects on the horizon.”
