Delphi Parks Board Meeting

Previous meeting minutes
Chris motioned to approve the minutes from the last meeting and Anita Force seconded the motion. The minutes were approved as presented.

Old Business

The new Parks Board Policies and Procedures manual has been approved by the town attorney. The manual was provided to Marilyn for the City Council Members to review it prior to Monday’s Town Council Meeting for proposed approval.  

It was discussed as to where the posting of the monthly meeting minutes from the Parks Board meetings should be. Anita was to find out the location so we could post the minutes for public access.

Chris Neumann restated that signs have been posted at all Delphi Parks that no alcohol consumption is permitted. Chris advised that Chuck will be gathering empty beer bottles from Riley Annex and delivering them to the Delphi Police Department to enforce the no alcohol rules since the signs are clearly posted.  

The Sheriff’s Department Trustees are ready for projects they can assist with that need to be completed for the Parks Department. Chuck advised that they could help with cutting back brush about 6-8 feet from the boardwalk. Also, the south side of the walking paths need trimmed back also. Chris will inform the jailer of the needed projects with which they could assist.

Landscaping maintenance was discussed as Sue Jargsdorf wanted to continue to volunteer to help at Riley Park. Anita advised Sue she could help in whatever fashion she would like.  Gretchen advised she would get the volunteer form (Delphi Parks Partners) revised form to the Carroll County Council on Aging office as well as post it at the Stone Barn to solicit volunteers. 

The Adopt a Spot location at Monroe and Wilson streets is available. Gretchen will get with the 4H group to see if they want to take on that spot for each year going forward. Chris was going to post the availability of the spot on the Carroll County Comet News section also.

Riley Park planters are ready for pickup. Anita will be picking them up for Chuck to install.

Purdue Horticulture plans are completed and will be shared with all the Parks Board members prior to implementation.

Color schemes for the Delphi Parks have being tabled.

Shelter and building rental forms need to be updated on the website. Anita will be working with Marilyn to get them corrected. Anita had several calls interested in renting the shelter houses. Anita returned all the calls with appropriate information.

Summer Recreation bike helmets totaling 36 for the bike rodeo were ordered by Anita. Sherri Cripe is overseeing the Summer Recreation Program.

Resurfacing contracts for the Riley Park walkway and tennis courts have been signed and delivered to XTreme contractors out of Monticello. Work will begin soon when Riley Park becomes accessible after the flooding. 

Riley Park and Stone Barn Park play grounds are being recovered with sand instead of mulch. Per Chuck, sand cost is 1/3 of that for mulch and it is more permanent. Seagal’s will provide the sand at $7/ton instead of the regular cost of $9/ton due to the flooding circumstances. Anita was going to talk with her husband Mike to see if any ground material could be ordered to place under the sand to give the sand more stability.

New Business

Memorial tree planting has been asked for by some individuals. A review of the Purdue Horticulture plan for Riley Park includes tree plantings in various locations. It was discussed to allow those individuals wanting to donate a tree to the Delphi Parks to allow them to pick from the trees available and pay for that tree to be planted.

A green bench is desired to be purchased by another individual as a memorial. Anita is going to order the bench.

It was discussed that to purchase a memorial brick, it costs $50 each. However, with the price of the bricks and installation of said brick, the costs need to be reviewed to make sure we are not losing money to provide this service. Anita was to check on the overall cost to handle this service.

Chris ordered new basketball, soccer, and tennis court nets for the upcoming summer season.  

Compensation for the extra hours that Chuck and Cassie worked during the time to man the pumps at Riley Park after the floods was discussed. It was read by Chris from the City of Delphi Policy and Procedure Manual as to how overtime or comp time worked and it would be reviewed quickly to determine how we are to proceed to pay these individuals for their round the clock work to get this much needed task accomplished. Anita was going to contact Mayor Randy to see what we need to do to handle this unavoidable issue.

Per Chuck, mowing is becoming a larger task with the limited staff available and the greater areas required to mow. Aside from now mowing the cemetery, the well fields need to be mowed. It was discussed that monies are set aside for the mowing in the water department budget. It was determined that if the additional mowing is desired, ample costs for labor, fuel, and equipment depreciation would need to be assigned to the Parks Department to assume this task. Gretchen was going to call Dick VanSickle to discuss this new endeavor.

Parks Department timesheets were signed by Chris Neumann in lieu of the Parks Superintendent due to his resignation. Nancy processes this every other Thursday and they need to be signed by the Wednesday prior. Anita is going to make copies of all the employees’ future timesheets for reference if needed.

The 2010 budget is coming up for review. Discussion for reallocation of funds for part timer pay was held since the past 2 years required monies to be transferred from other budgeted areas to cover for the shortage.

The Riley Park restroom septic issue was discussed at length. While the pumping of waters from Riley Park was being completed, Chuck noticed that raw sewage was overflowing from the septic area of the restrooms. Due to potential unsanitary conditions for both employees cleaning the restrooms as well as users of the restrooms, it was determined that this issue needs resolved immediately prior to any future incidents that could possibly occur.  Chris was going to present the issue to Mayor Randy to secure up to date bids again for proceeding with the issue of acceptable sewage management for the Riley Park restrooms.  

Due to the downed tree during the recent flood, the damaged handrail on the suspension bridge was fixed by  Delphi Lions Club members, Vernon Cripe and Mike Shockley. Anita was going to send a thank you note to both of these individuals.

Three applications were received for the Delphi Parks Superintendent’s position that was posted in the Carroll County Comet’s News section. Applications for the position will be taken until 6/29/09.
