Delphi Parks Board Meeting

Chris made a motion to approve the minutes as provided. Carla seconded the motion. The minutes were approved as presented.
The City Park shelter upgrade has no new updates at this time.
Anita proposed that in conjunction with the new walking program being developed, the Parks Department could offer free pedometers to those who join the walking program. The average price for each pedometer is $3.50. Monies would be drawn from summer recreation funds to pay for the pedometers. It was also discussed that the proposed walking program needs to have an official name. That is to be determined at a later date. Chris made a motion to use the balance of the 2009 summer recreation funds available (approximately $3,000) to pay for the walking program pedometers, a Winter activity such as ice skating or roller skating during the school holiday break, and also equipment for the 2010 summer recreation program. Gretchen seconded the motion.
Chris spoke to Dan McCain regarding adding mile markers along the various Delphi trails. It was discussed that the mile markers will encourage the proposed walking program. $500 is remaining in the 2009 trail maintenance budget and will be used for these mile markers and will be made by Chuck during the Jan/Feb timeframe. It was discussed to have the mile marker posts set on Earth Day 2010 or by the Boy Scouts in spring 2010. Chris was going to draft up a design for the signs to get this project moving forward.
Anita is continuing to work on the letter to be sent to all those responsible for Adopt a Spots. Gretchen is going to revise the current Adopt a Spot form for all those interested in maintaining the Adopt a Spot locations to include year-round maintenance of said spot.
It was determined that KIRPC is related to Stone Barn upgrades and is not directly related to a Parks Board function or responsibility. So, no further discussion will be held during the Parks Board meetings for this issue.
It is being determined if energy grant opportunities for “municipal lighting” could be used for the Park shelters and grounds. KIRPC is possibly able to assist us with this endeavor. Chris and Anita were going to review the time element to see if a grant could be written prior to the early December deadline.
Ox Hill was discussed to see if funds were available to work on this project. Funds for 2009 have already been depleted. However, when Alan George was contacted for advice, he mentioned possibly trenching a ditch right on Ox Hill side rather than down the hill. This will be revisited again during 2010.
Anita has been reviewing the budget expenditures in relation to the remaining budgetary dollars available in each category. Anita is paying items out of each category grouping to avoid going over budget. Chris mentioned that each category needs to be used appropriately to accurately represent funds being used for each budgetary item so we can budget correctly the following year.
Next Parks Board meeting is December 16th at 4:00pm in the Stone Barn building.
